UPDATE: Could this be the start of a new era of bargaining in the federal public sector?

The Federal Government today announced the new Public Sector Interim Workplace Arrangements 2022.  This new arrangement replaces the existing Public Sector Workplace Bargaining Policy 2020 and signals a change to bargaining in the federal public sector.

Appropriate workplace relations policy settings are critical to supporting positive workplace culture.  A more simple, inclusive and modern approach to workplace relations provides an opportunity to truly transform workplaces for the better.  The impact workplace relations policy has on organisational culture is regularly underestimated. 

Often the focus of workplace relations policy is on pay and conditions.  However, we know that what people expect from their employers has changed – it is no longer just about pay and conditions.  People want to work for good employers, that provide them with a sense of purpose, belonging, recognition and ability to contribute to something bigger than themselves. 

A great workplace relations policy that considers more than just pay and conditions, can help an organisation to not only be a good place to work but an employer of choice. 

Key elements

Some of the key elements of the new arrangements are:

  • The interim arrangement is intended to apply for the period 1 September 2022 – 31 August 2023.  

  • During the period of the interim arrangement, an annual remuneration increase of 3.00% applies.

  • During the period of the interim arrangement, agencies are advised to consult with the Australian Public Service Commission before continuing or commencing bargaining. 

  • The interim arrangement is being introduced to provide the time that is necessary to consult on a more comprehensive workplace relations policy settings that are scheduled for introduction in 2023.

The announcement today of the new interim arrangements is a step in the right direction towards a more holistic approach to the development of workplace relations policy for the federal public sector.  The development of a more comprehensive workplace relations policy during the period of the interim arrangement will no doubt be a complex, yet necessary and rewarding policy development project.
